Operational Communication Standard
OCS 0.9 — Final Public Review Edition, August 2026. Requirements, assessment, certification and AI conformity framework.
Publishing status
OCS 0.9 is an original Operational Communication Institute public review standard. It is not an ISO, IEC, national accreditation or statutory certification standard, and must not be represented as accredited unless formal accreditation is later obtained. The scoring engine is a 0.1-draft; certification decisions always require review by an authorized human panel — AI cannot issue final certification.
Foreword
Organizations have transformed finance, quality, cybersecurity, customer management and industrial systems into managed disciplines. Yet the communication that coordinates people during daily operations and critical events often remains fragmented across radios, phones, messaging applications, collaboration platforms, email and informal practice.
OCS 0.9 establishes a unified way to examine the whole Operational Communication environment: people, authority, instructions, channels, hardware, connectivity, security, traceability, documentation, translation, dispatch, measurement, training and continuity. The standard is technology-neutral — it evaluates organizational capability and outcomes, not the purchase of a particular product.
The OCI Operational Communication Model
From information to coordinated action, accountable evidence and operational intelligence:
Information
The operational fact or need that must be communicated.
Instruction
The information formulated into an actionable message.
Encoding
The message prepared for transmission — voice, text or alert.
Transmission
The message sent across the communication channel.
Reception
The message reaches the intended person or team.
Understanding
The recipient correctly interprets the message.
Decision
The recipient determines the required response.
Action
The decision is carried out operationally.
Documentation
The exchange is recorded with context and metadata.
Evidence
The record becomes retrievable, accountable proof.
Operational Intelligence
Communication history informs reporting and improvement.
Core proposition
Operational Communication is complete only when the right information is understood by the right people, supports the right action and remains governed as evidence and organizational knowledge.
Fourteen Principles
Every requirement in the standard traces back to one of these principles:
- Accuracy
- Information should be intelligible and sufficiently correct for the intended action.
- Integrity
- Content and context should be protected against improper alteration.
- Timeliness
- Information should arrive while it remains operationally useful.
- Availability
- The communication capability should remain available throughout required operating periods.
- Traceability
- The organization should be able to establish who communicated, when, where and in what context.
- Accountability
- Authority, responsibility and decisions should be identifiable.
- Visibility
- Authorized management should understand relevant activity, risks and unresolved issues.
- Governance
- Policies, roles, review and change control should be formally assigned.
- Evidence preservation
- Important communication should remain retrievable where justified and lawful.
- Human factors
- Hardware, software and procedures should support real people throughout real shifts.
- Acoustic confidentiality
- Operational information should not be unnecessarily exposed to nearby persons.
- Resilience
- Communication should withstand failures, transitions and imperfect infrastructure.
- Proportionality
- Controls should match the operational, safety, legal and business impact.
- Operational intelligence
- History and outcomes should support reporting, learning and improvement.
Maturity Model
A five-level progression from informal communication to optimized operational intelligence:

Informal
Communication depends mainly on individual habits, personal devices, verbal instructions or unstructured channels. Processes are rarely documented, and operational evidence is limited.
- 2
Developing
The organization has introduced communication tools and certain procedures, but implementation remains inconsistent across teams, departments or locations.
- 3
Structured
Roles, channels, escalation processes and communication responsibilities are defined. Important operational communication is increasingly documented and governed.
- 4
Managed
Operational Communication is actively managed, measured and reviewed. Communication structures support coordination, traceability, security, continuity and management oversight.

Optimized
Operational Communication is integrated into organizational governance and continuous improvement. The organization uses operational data, reporting, intelligence and periodic reassessment to improve performance and resilience.

Important interpretation
A maturity score is not sufficient by itself. Critical-domain caps, evidence confidence, contradictions and unresolved major findings can limit the reported level and prevent certification.
The Fourteen Evaluation Domains
Every organization is evaluated against the same fourteen domains. Eight are marked as critical — a serious weakness there caps the overall result regardless of how well the organization scores elsewhere.

Measurement, Evidence and Risk
Each answer receives a deterministic score from 0 to 4 — from “absent or unknown” to “consistently implemented and supported by appropriate evidence.” Question and domain weights express relative importance; critical domains are capped independently so a strong overall average cannot conceal a serious weakness.
Evidence confidence is scored separately from the maturity score itself — a high score without sufficient evidence is reported as low-confidence and cannot support certification:

Contradiction rules flag combinations that require clarification — for example, claiming strong incident reconstruction while radio communications are not recorded — and risk is prioritized by likelihood × impact rather than treated as a single score.
From Assessment to Certification
The same lifecycle applies whether the evaluation is a self-service Health Check or a full Professional Assessment:
Health Check
A rapid, self-service screening that identifies strengths, warning signs and whether a deeper assessment is justified.
Professional Assessment
An evidence-based evaluation across all fourteen domains, combining interviews, documentation review, testing and observation.
Improvement Roadmap
Corrective and development actions prioritized by risk, so gaps are addressed before certification is requested.
Evidence Validation
Verification and closure of the evidence submitted against each requirement.
Human Review Panel
An independent decision, made by people, not software — see AI Conformity Analyzer below.
Certification / Reassessment
Time-limited recognition, subject to annual reassessment and renewal.

Certification of one department does not automatically certify the whole organization. Recommended validity is twelve months, subject to material-change notification and annual reassessment.
AI Conformity Analyzer
AI can make an assessment faster and more consistent, but it does not decide. The standard draws a firm boundary between what AI may assist with and what only an authorized person may decide:

- Calculate the framework-defined, deterministic scores
- Identify contradictions and missing evidence
- Draft findings, recommendations and report language
AI shall not
- Fabricate evidence that was not provided
- Infer certification from product use alone
- Issue final certification
- Skip human review of high-impact conclusions
