Operational Communication Glossary
The reference terminology of Operational Communication, defined precisely and maintained by the Institute.
Call Sign
An identifier assigned to a person or role (rather than a personal name) used to identify the sender of an operational message, such as a unit, shift, or function designation.
Dispatcher
The role responsible for coordinating operational communication across multiple departments, teams, or locations, typically holding authority to escalate and reassign resources in real time.
Escalation Path
A predefined sequence describing how an operational issue is raised from initial report through supervisors, dispatchers, or management until it is resolved.
Gap Analysis
A comparison of an organization's current Operational Communication environment against the capabilities required by its risk profile and the Institute's reference model, identifying what is missing, incomplete, or insufficiently governed.
Operational Communication
The discipline of coordinating people, synchronizing operational activities, and supporting real-time decision-making in environments where instructions must be transmitted, understood, and acted upon accurately and quickly.
Operational Communication Assessment
A professional evaluation service that examines the full maturity, structure, and resilience of an organization's Operational Communication environment in depth, producing an Executive Report, Gap Analysis, and Improvement Roadmap.
Operational Communication Certification
A formal recognition issued by the Institute confirming that an organization's Operational Communication environment meets defined requirements for structure, coordination, traceability, security, and continuous improvement.
Operational Communication Confidence Index
An overall index, generated as part of an Assessment, reflecting management's level of confidence that operational communication is clear, timely, coordinated, traceable, secure, resilient, and appropriately governed.
Operational Communication Framework
The Institute's foundational reference document defining the principles, dimensions, capabilities, and maturity scale used to evaluate and govern Operational Communication across an organization.
Operational Communication Health Check
A free, rapid, AI-assisted self-screening tool that gives an organization an initial indication of its Operational Communication strengths and vulnerabilities across four dimensions.
Operational Communication Institute
An independent research body that publishes frameworks, maturity models, and assessment methodology to establish Operational Communication as a recognized business discipline, independent of any single technology or vendor.
Operational Communication Maturity Model
A five-level model — Informal, Developing, Structured, Managed, Optimized — describing how an organization's Operational Communication capability develops from individual habit to governed, continuously improved discipline.
Operational Connectivity
The degree to which communication continues reliably regardless of location or infrastructure, matched proportionally to the operational risk involved — one of the four dimensions scored by the Health Check.
Operational Coordination
The speed and effectiveness with which operational teams, departments, and dispatchers can align around shared information and escalate issues — one of the four dimensions scored by the Health Check.
Operational Documentation
The extent to which operational communication is retained, retrievable, and reconstructible after the fact — one of the four dimensions scored by the Health Check.
Operational Evidence
A communication record that includes sufficient context — sender identity, timestamp, department, and history — to be relied upon during an audit, investigation, or incident review.
Operational Visibility
The degree to which management and operational staff can identify who sent a message, when, to whom, and whether it was received and acknowledged — one of the four dimensions scored by the Health Check.
Push-to-Talk (PTT)
A communication method in which a user presses a single control to transmit voice instantly, without dialing, launching an application, or unlocking a device.
Technology-Neutral
A methodological principle stating that a service, framework, or certification does not require the adoption of any specific vendor, platform, or device, and evaluates capability rather than product ownership.
Traceability
The property of an operational message that allows authorized personnel to establish who sent it, when, to which group, and whether later instructions modified it.
